On Wednesday, January 21, 2026, at 2:15 p.m., in room 1334 Longworth House Office Building, the Committee on Natural Resources, Subcommittee on Energy and Mineral Resources, held an oversight hearing titled “Deep Dive: Examining the Regulatory and Statutory Barriers to Deep Sea Mining.” 

What this U.S. congressional hearing unintentionally reveals is a deeper global struggle over critical minerals, deep-sea resources, and geopolitical power. While the discussion appears technical and procedural on the surface, it exposes growing concern within the United States about China’s dominance in rare earth mining, mineral processing, and seabed exploration.

Only about half of U.S. coastal and ocean waters have been fully mapped, and lawmakers openly acknowledge that countries like China are moving faster to identify and secure future resources. The hearing focuses on accelerating seabed mapping, reducing regulatory delays, and encouraging private investment in deep-sea mining, all framed through the lens of national security and economic competitiveness.

Environmental concerns are discussed, but even experts admit that all forms of deep-sea mining involve ecological risk, with the debate centered on how much impact is considered acceptable. This raises important questions about who defines “acceptable harm” and who ultimately bears the cost.

This hearing placed in a broader global context, drawing lessons for the former colonized countries and other resource-rich regions that have historically seen their wealth extracted without control over pricing, processing, or long-term benefits. As global powers race to secure the next generation of strategic resources, the key issue is no longer whether minerals exist, but who controls them, who processes them, and who sets the rules.

This is a critical conversation about power, planning, and the future of global resources.
